Canada Set to Implement Major Changes in Work Permit Rules from November

Canada’s Immigration Overhaul to Better Manage International Influx

Canada is preparing for significant changes within its immigration system, aimed at managing the growing number of international students, foreign workers, and permanent residents.

Reports indicate that Canada will detail these modifications on November 1 when it unveils its Immigration Levels Plan for the next three years.

Surge in Temporary Residents Sparks Regulation Changes

The number of temporary residents, which includes international students and temporary foreign workers, has dramatically increased in recent years. To address this surge, the Canadian government plans to introduce new regulations and adjust immigration volumes. This change will see a reduction in the number of temporary residents from 6.5% of Canada’s total population to 5%. This decline will be incorporated into the upcoming Immigration Levels Plan and aligns with broader strategies to manage immigration flows more effectively.

Stricter Rules on Spousal Work Permits

Starting in 2025, the government will limit spousal open work permits to the spouses of highly skilled workers, such as engineers, executives, lawyers, scientists, and those in industries facing critical labor shortages. However, spouses of workers in essential sectors, including construction and healthcare, will still qualify for work permits.

The government projects that these adjustments will reduce the number of spousal work permits by 100,000 over the next three years.

Immigration Minister will unveil the details.

By November 1, Marc Miller, Minister of Immigration, Refugees and Citizenship, will present all aspects of Canada’s said immigration plan for 2025 to 2027. The objective behind these changes is to find a balanced approach between welcoming new residents and meeting Canada’s economic and labor needs.
