Cosmina Morariu, Partner at Fragomen Canada office, emphasized the critical nature of these elements, especially as Canada depends heavily on immigration to fulfill requirements for skilled workers in STEM fields, healthcare, and trade occupations.

Public Consultations on Immigration

Cosmina highlighted that the Canadian government has launched public consultations to gather input on immigration levels and address pertinent issues. “Temporary residents converting to permanent residents are additionally seen as part of a broader strategy,” she noted. The government is striving to balance various immigration streams carefully while attracting global talent through flexible work permit categories and pathways from temporary to permanent residency.

The Fragomen India Symposium 2024, themed ‘Navigating policy and compliance in a dynamic immigration framework,’ convened senior delegates from India, Canada, the U.S., and other countries. The symposium focused on policy frameworks, bilateral relationships, and strategic approaches to global mobility designed to enhance the settlement experience for immigrants.

Challenges Faced by International Students

International students face numerous challenges, especially those attending private colleges. Issues include approval letters being issued without providing meaningful post-graduation opportunities, and steering graduates toward low-skill jobs that do not align with their education. Despite these hurdles, Canada’s high quality of life, stability, and comprehensive immigration programs make it an attractive destination.

Sustainable Growth Emphasis

The current administration places a strong emphasis on sustainable growth by ensuring newcomers have adequate infrastructure support, including hospitals, community centers, and educational systems. “Canada’s immigration policy is designed to attract talent from around the world,” Cosmina said. This includes concessions for students like allowing them to work during their studies.

India: Largest Source of Foreign Students

India remains the largest source of foreign students in Canada, with over 200,000 Indian students currently enrolled. However, the geopolitical environment has introduced new challenges such as increased scrutiny and visa category suspensions. Speakers at the symposium underscored the necessity for both countries to resolve these issues to maintain smooth travel, trade, and immigration flows.
